Empire Outlets, the impending Staten Island outlet mall, and The New York Wheel, the impending largest Ferris wheel in the world, have been linked on the same land-use application, up for approval October 30th. While the wheel's construction plans seem to point toward mostly union jobs, the mall isn't guaranteeing many union jobs, which does not sit well with local councilwoman Debi Rose.
If Rose doesn't approve the project in the next two weeks, city rules would require developers to start from scratch, tacking on years to the project which is currently projected to open in the wheel in 2016 and the mall in 2017. Rose wants to ensure that "jobs to come to Staten Island for Staten Islanders—pre-, during, and post-construction."
