The plan to put a mall at 125th and Frederick Douglass Boulevard was looking dicey for a while there, but now it's moving forward. Shopping center developer Kimco has already reached out to national brands about moving into what exec David Henry called "a proven market." If this plan works out, they should probably send Target a gift basket. [Curbed NY]
