JC Penney knows that it's not the first brand that comes to mind when you think of Manhattan, and it's trying to do something about that before it opens at the Manhattan Mall at the end of July. Across from Penn Station, the chain has put up two billboards trumpeting its New York cred. The first suggests that Penney's and New York are both venerable fashion leaders, while the second gets straight to the point, promising "NYC style" at "JCP prices."
